The game is still in Alpha and not optimized. It's a shame, every time I want to like SC, I'm given an experience that makes me want to just file it into a corner and continue sticking with Elite Dangerous as my open-world space-sim of choice. That, or this setup just hates me, which I'm fairly certain isn't possible - so that leaves one option. Star Citizen is just too unoptimized to run on a 2015 CPU that matches the listed requirements. Regardless, the only possible conclusion I can come to is.
Maybe this explains the (timed) 7:26 loading screen beforehand.
So I checked, I got my diagnostic tools out: 100% CPU. In practice, I'm staring at a scren that gets less than one frame per second, takes a decently long amount of time to even get geo to render, and is so unresponsive I can't even leave my room. So on paper, this checks every single box.
